Taiwan on the way to integrating IP telephony with PSTN

The Taiwan government plans to offer “070” (the initial three digits) Internet Protocol (IP) phone numbers in 2005. The network is expected to connect to the public switched telephone network (PSTN) to form a dual telephone network, according to the IP Phone Open Exchange (IPOX).

IPOX is a consortium of Internet telephony service providers (ITSPs), and related hardware makers have started to promote the connection between each other for operating the 070 IP phone service in Taiwan. Some IPOX members have finished trial runs of the communal connection. Taiwan Telecommunication Network Services, the first ITSP to begin operation of 070 IP phone services in August 2004, indicated that there are 19 ITSPs applying for 450,000 070 phone numbers in total.

Adding to the established connection between IPOX members enabled by SIP/ENUM (session initiation protocol/E.164 number mapping), the government services network (GSN) and Taiwan academic network (TANet) both plan to join the connection consortium, IPOX noted. As well, IPOX will cooperate with the IPv6 Forum Taiwan to promote IPv6 voice over IP (VoIP), the consortium said.

However, the penetration of 070 IP phone services hinges on its integration with the existing PSTN, which is crucial if ITSPs are to compete fairly with conventional telephone-service providers, IPOX project leader Daniel Ongg pointed out.
